It seems that Thailand Public organizations are operating by the book because the top (executive) managements are not skilful, conversant or innovative with societal aspirations - to put it another way 'they are there for mere self-interests' - without thoughts of 'common good'.

This may be said to politicians, educators, commercial entrepreneurs and so on.
