I had heard of 'preferential treatment' for certain prisoners in 'private prisons'. The stories seemed to suggest that 'rich prisoners' could negotiate their conditions in exchange with financial and/or favourable gain for prison operators. The stories also suggests possibilities of 'running businesses' from (private) prison cells - "hiding in plain view".
Regulation and compliance issues are still far from 'good' with private prisons. But some people are making money from this kind of services.
