For an executive summary, so many pictures clearly dilute the quality of 'issues in focus' for high management.

Looking at students/teacher ratio, state schools: 17.4, private schools: 16.5 and students/school, state schools: 177.6, private schools: 749.7 -- questions on utilization of resurces may be raised.

There is no comparison of students' achievement between state schools and private schools. How do we assess and determine funding for scools? How do we raise students performance - for the sake of students?

This organization (like many other government offices) is defending its existence, instead of servicing children and communities as it is intended to do.
