This idea that every teacher is to assess individual students (in her/his class or assigned to by other criteria) and is responsible for 'managing' students' learning, instead of 'delivering lessons' (at assigned time of day), would promote a more respectable view of 'teachers' (as professional children carers).

I am all for it. But how do we retrain 200,000+ teachers to fit the change and how do we measure performance of teachers and of the change itself?
