Ummm "...ถ้าขาดสัญญาเราก็จำทางเดินไปสู่โลกุตตระธรรมได้ ..."?

I have 2 questions in mind: 1) without (pre)knowledge of things - how or where สัญญา would rise and be recognized within us? 2) โลกุตตระธรรม (higher-world dhamma) is -I was told- has oneway with no turn back attributes with ปัญญา (level) of attainment/enlightenment; it appears that we don't have even monks who know the way to โลกุตตระธรรม these days; so can we - laymen remember/know -really- โลกุตตระธรรม?
