Thank you for the info. It seems that a similar prison policy has been implemented in Thailand for some 50 years now. (But due to lack of formal assessments and reports, the effectiveness of this policy never comes to public scrutiny.) Do you have Thailand's info for comparison?

BTW I think "เรือนจำเอธิโอเปีย" gives impression that it is a prison called Ethiopia (เรือนจำ ชื่อ เอธิโอเปีย). Perhaps เรือนจำในเอธิโอเปีย (prisons in Ethiopia or Ethiopian prisons) would give meaning of "several prisons" in the country Ethiopia better ;-)
