The 'convict Lease' concept is quite interesting. If (I understand it correctly) some inmates can be hired or contracted out for some certain tasks (specific missions) for some durations in and/or out of prisons. This concept may prove beneficial for both inmates and corrective services. But more details [including monitoring and control measures] will need to be discussed thoroughly.
