1) I am not teaching or a teacher. Please don't call me อาจารย์ - it is a misrepresentation that I cannot accept.

2) I could see this sort of policies exploited at levels such as: lobbying and bribes at each 'approval' in steps of an appliction to study, wardens, prisoners and their families can be involved. Complex network of contacts and money or benefits may be beyond 'official capacity' or official power to investigate.

I think we should think about this more before we toss it in the government bin.
