I think the old 'participate of' (=be of; =have) is out of fashion now.

But there are 'participate at, in, on, over' in use. For examples

- Children can particpate at this level.

- We can particpate in this sports event.

- They can particpate on some issues.

- I will participate over the two days of conference.
