People are born. It is a matter of circumstance where, when, to which family and to which country they are born. By law, by (human) rights or by their own choosing people may/can be 'members' of one or more (legal) 'sets' (communities, associations, religions, nations,...). Is this really important for people, countries, ...? Is is a matter of "cost and benefit" (people mat want to belong to organization(s) that provide "best" cost/benefit to them)? Would "laws" include considerations for cost/benefit to the country after/before cost/benefit to the people?

I get lost in "legal" thinking, and now waiting for you to show lights on the subject ;-)
