and I am not impressed with their English.

[Perhaps they should consider using "Teachers and Educational Personnels Enhancement Based on Mission and Functional Areas" (dropping "as Majors") and consider using "Improvement" instead of enhancement (which is commonly used for "things" - not for persons). "Enrichment" would sound better than "enhancement" but it has an unfortunate association with "wealth or financial improvement". ;-) ]
