There are other alternatives like: grow your own rice (for those who have land); buy rice in husk (paddy rice) and mill your own before cooking; (individually or collectively) enter into a contract with (local) rice growers directly (bypassing middlemen and millers);...

I would prefer 'local contract buying' (of rice and other produces). It serves to improve quality and livelihood of growers and us at the same time.
