I see that you are drawn out of your peaceful retiremeent back into the education 'rut' again. ;-)

This is just another show from the struggle for life at the top. They themselves have failed time and again to 'pass the test' and are now looking for 'someone to blame'. See this 'same' thing again here:

Topdown thinking without considering details, monitors and reviews, measurement and assessment, ... We all know the 'devil is in the detail' and the 'last mile problem' (when we arrive and find no place to park).

This is why our politicians fail to see 'people' (as they are -- down the bottom of the power pyramid) and cannot serve people from the ground up. It is time (even I must come out) to ask for change from the 'ground up' and the top must be held accountable too.
