I like to suggest we clean a section of the road in front or near our home first at a personal level. AT the community level we can clean and keep clean some selected areas and organize a special date for a wider clean-up campaign twice yearly.

punish cleaners and leave litterers to continue dropping rubbish into our environment.
Perhaps, a "business modern" that does this: punish litterers and reward cleaners would be more effective and better in the long term (see Singapore Littering Law).
If our (local and national) government authorities don't come up with such laws, maybe we eun a campaign to give "red cards" to litterers whenever we see littering. If we start in pre-schools, primary schools,...
If we report seeing littering cars - pictures with registration plate numbers, place and date-time, ...
