I looked up a Pali dictionary:

seṭṭha: foremost; excellent. (adj.)

seṭṭhī: a millionaire. (m.)

Paseṭṭha at Pv ii.9⁷³ is to be read pasaṭṭha (see pasattha)

pasaṭṭha: extolled; commended. (pp. of pasaṃsati)

So, it is quite plausible as you say that all these words are related in Pali and Sanskrit ;-)
