I don't know enough about the official definition of "forest degradation" in Thailand's laws and regulations. But I looked up a more "international definition" and found that there are "no single definition" for degraded forests in any country. Even FAO has 3 definitions (see

This makes it difficult to defend any forest. Truly Independent (non-stakeholder) assessment is hard to come by. Sigh!
