How can we help students learn and master a skill that best fit them --individually--?

Learning service providers (or in the old model -- teachers and schools --) need skills to customize their services to meet client's needs in circumstances. This means "wholesales" approach (general curricula and current O-NET [A-NET etc.]) no longer applies. So, what "quality assurance" systems or  infrastructures can be put in place?
