I wonder where "the follow-up or the review of the tasks performed (by independent reviewers) is in the chart.

It seems to me the system and procedures is very much a "paper-based" assessment -- no verification of "what on the paper" or actual results.

Our government and public services have been using "paper-based" assessment models for a long time. We see a lot of work on paper but we have yet to see people benefit from such work -- in most cases.

I think we can do more with a "flipped" review process:

first - planning the result (to achieve)
then - measuring the result actually achieved

the measurement (pro rata or normalized by a standardized unit) should determine the "rank" of all participants in a known, open and accountable manner (no closed door meetings by closed mind committees).
