It does sound bad. But most foreign governments are very happy with this idea. It reduces costs of their health programs when their people choose to use outside health facilities. Health insurance companies are happy too -- less to pay out. This will happen. Thai government need not spend a cent promoting/helping it. If anything government should provide incentives for regional/rural medical development. So doctors and experts can enjoy life and work outside BKK.
I am against government subsidizing medical facilities especially targetted foreigners and wealthy people. There are enough 'fibancial benefit reasons' for private investment to go ahead. Taxpayers' money is better spent elsewhere.
