So I have heard many "unhappy stories" about "คศ 3 ครูชำนาญการพิเศษ สาระวิชา". Originally, it aimed to promote teachers who become a "master" (a real expert) in a skill or a field of knowledge -- much like a "doctor of science or medicine" in the old tradition of old European "professor" concept (which gave honour to 'excellent masters of skills' over a long period of time).
But today, we only look at certain one-time individual efforts in one copy of a 'standard statistical assessment' (we know all that 80% students' satisfaction, 80% success rate on one sample or experiment, ... -- as the indicator of 'excellence' or 'mastery of a skill').
There is no consideration for evidence of long term betterment in the students, the school or the public at large. There are many examples of คศ 3 from a one time experiment on spelling class of 30 students where the result of the experiment (on paper presented) satisfies the statistical criteria (as specified in a template). That's it.
I can see why the good people of เมืองลุงน่าอยู่ would want to get involved. Their children deserve more than this type of คศ 3 ครูชำนาญการพิเศษ สาระวิชา.
Change is evitable, but sometimes change is very very slow ;-)
