Managing 'dynamic' situations is quite difficult. Perhaps, automatic 'monitoring' is needed to do this:

Much may depend on how much control over (many) resting (or isolating) ponds on the way ;-)

[I had 3 resting ponds for one of my dam. They all went down in the flood early this year.
