Regulators to decide leak fault

Regulators expect to conclude next week who should be held responsible for a gas leak in the Gulf of Thailand, which has led to a shortage of gas supplies for domestic power generation.

Officials will meet with executives of PTT Plc and the Electricity Generating Authority of Thailand (Egat) to discuss which parties should be held responsible for damages to curb the impact on end consumers, said Direk Lavansiri, chairman of the Office of the Energy Regulatory Commission (ERC).

Dr Pailin Chuchottaworn, PTT's chief operating officer, said the company had already assigned its lawyers to seek compensation from Hyundai Heavy Industries, hired by PTT to build the gas pipeline extension in the Gulf of Thailand.

The Korean contractor was accused of dumping an anchor in the sea and accidentally hitting the pipe.

"We have to investigate whether the damage was caused by the anchor and assess the damage. If it was, the contractor has to be responsible for this," said Dr Pailin, who will take over as PTT's chief executive in September.

"On top of that, we would also call for compensation from the insurer, Dhipaya Insurance."

After a remotely operated vehicle examines damage to the pipeline, divers will be sent to close the gauge valve and then the fixing and caulking process will be started, he said.

A full investigation will take about three weeks. "A preliminary examination found only that the gas pipeline branch was damaged, while the main gas pipeline remained safe," said Dr Pailin.

Wichai Pornkeratiwat, executive vice-president of natural gas operations of PTT, added all six of its gas separation plants were now operating normally despite a loss of supply after the leak.

One plant closed for maintenance earlier this month had resumed operations and did not require a large amount of gas during the restart period.

Mr Wichai said the company had more than three weeks of standby fuel ready for power generation if supply is lost.

The leak in PTT's underwater pipeline was detected on Saturday evening about 325 kilometres from Rayong at a two-pipe junction. PTT immediately shut down the main pipeline, cutting off about 600 million cubic feet per day, the equivalent of 14% of PTT's total gas supplies in the country, which uses natural gas to generate 70% of its electricity.

Mr Wichai said existing bunker oil stocks in the country could allow electricity production for more than three weeks. About 110 million litres are owned by Egat and private power plants, and about 120 million litres are in PTT's stock.

Liquefied natural gas is another alternative for a standby fuel for the power sector, although PTT's LNG receiving terminal is still in the test-run process.

"Three shipments of LNG comprising 210,000 tonnes are also ready for delivery into the grid," said Mr Wichai.

PTT is looking for another 70,000 tonnes of LNG in case the repair process is prolonged.
