I agree with making "use of rubbish".

But should it not be to "reduce the volume of existing rubbish"?

There is a lot wrong with "making more and more new rubbish". We cannot keep on cleaning after the rubbish makers. we have to stop them making more rubbish.

We all know we are paying for rubbish. We are paying to clean rubbish. We are paying to keep healthy -- from rubbish!
