It is the duty and responsibility of the 'sangha' to regulate the Buddhists' sangha. The tipitaka:Vinaya describes the fundamental and various methods for regulation.

One major problem of Buddhists sangha is 'the pretenders' (กาฝาก) within are given 'power' of regulation. And it seems that many powerful regulators have no or little understanding of the "vinaya".
