Just a quick response to the views of Dr Suthera on แนวคิดการใช้ Scopus เพื่อพัฒนางานวิชาการอุดมศึกษา.
(1) Having papers cited does not always mean positive credits. Some papers have been cited in negative ways. If this is the case, should these citations account for such credits and promotions?.(2) According to an published article on “Scientific Evaluations of Citation Quality of International Research Articles in the SCI Database: Thailand Case Study - Scientometrics, 66 (3): 521-535” By Sombatsompop et al, most of citations for international journal papers (cited articles) of Thai scholars were in the Introduction sections of the citing articles. This suggests that in general, citations of articles published by Thai scholars do not give sufficient impacts of the academic community relative to world reference value.
(3) Finally, a number of researchers still widely accept that the best way to assess the quality of researchers is to really read their works carefully (peer review system), but this is just time-consuming to do.
