กม.ปล่อยสารพิษร้ายแรง - ประชาชนก็ร่างกฎหมายได้

Our world is over-run by man-made materials. Most are not bio-degradable and not being reused or recycled. The man-made materials pollute the world environment, interfere with natural processes, preventing natural recovery and regeneration. Many materials are also toxic or harmful to all living things --human included. [For example ==Greening the pharmacy: https://www.gotoknow.org/dashboard/journals/172827 The growth of pollution arising from production and consumption of synthetic chemicals now outpaces all other environmental disruptors ..drugs are administered to a wide range of livestock and pets. ..increased pharmaceutical pollution of ecosystems throughout the world. ]

(PRTR) --กฎหมายนี้ไม่ได้สร้างขึ้นมาเพื่อคุ้มครองประชาชน  แต่หัวใจสำคัญฐานข้อมูลตรงนี้หน่วยงานรัฐทุกกระทรวงสามารถนำไปใช้กำหนดแนวทางวางแผนป้องกันบรรทาสาธารณภัยและแก้ไขปัญหามลพิษ --กำหนดให้ผู้ผลิต ครอบครองสารมลพิษ จัดทำรายงานข้อมูลและปริมาณการปล่อยและการเคลื่อนย้ายสารมลพิษต่อกรมควบคุมมลพิษ หากผู้ประกอบการเบี้ยวไม่รายงาน  มีโทษทางปกครอง หน่วยงานรัฐบังคับปรับ ปรับเป็นรายวัน ทวีคูณตามระยะเวลาที่ละเลยไม่รายงาน  หรือหากรายงานข้อมูลเป็นเท็จมีโทษทางอาญาทั้งจำทั้งปรับ

This citizen a proposed law by สามองค์กรเครือข่ายภาคประชาชน ประกอบด้วย มูลนิธิบูรณะนิเวศ (EARTH)  มูลนิธินิติธรรมสิ่งแวดล้อม (EnLaw ) และกรีนพีซ ประเทศไทย เข้ายื่นริเริ่มเสนอร่างพระราชบัญญัติการรายงานและเปิดเผยข้อมูลการปล่อยและเคลื่อนย้ายสารมลพิษ พ.ศ…. (PRTR) ต่อประธานสภาผู้แทนราษฎร เพื่อเตรียมดำเนินการรวบรายชื่อ 10,000 รายชื่อในการเสนอร่างกฎหมายภาคประชาชนเข้าสู่กระบวนการนิติบัญญัติของรัฐสภา ด้วยหมุดหมายเดียวกันว่า กฎหมายฉบับนี้จะเป็นกลไกสำคัญในการแก้ปัญหามลพิษอุตสาหกรรม  ลดความเสี่ยงอุบัติภัยสารเคมีเป็นพิษจากโรงงาน และวางแผนป้องกันผลกระทบสุขภาพและสิ่งแวดล้อม. [Don't we wish that our members of Parliament would have done this sort of laws instead of some NGO's?]

Access to information and formal recording are essential for transparency of public administration, for social, political and cultural development of Thailand. This citizen-proposed law is a good stepping stone forward. It may be a way Thai people can move or drive Thailand. (Because, we cannot see our elected MPs doing their job in making laws that advance Thailand. So, we have to make laws ourselves. But we are going to make laws in the real ‘democratic manner’ with the real people's power. [Election systems the world over have demonstrated failures in bringing about real advances in the country's affairs.]
