I list and comment to ask for condemnation of the invasion of Ukraine. It is a military act against innocent people (a crime against humanity) and there is no valid justification ('casa belli'). (see notes below.)
24/02/2022: a Russian security source said, according to Reuters. Russia wants to control the Chernobyl nuclear reactor to signal to NATO not to interfere militarily,
28/02/2022: Putin puts Russia's nuclear deterrent forces on alert showing escalation/intention to use nuclear tactics and weapons.
4/03/2022 : Russia seizes control of Europe’s largest nuclear power plant - as Ukraine warns ‘they must be stopped’ --Zaporizhzhia nuclear power plant. the largest in Europe, with 6 of total Ukraine's 15 reactors, in southeastern Ukraine. It is now clear that Zaporizhzhia nuclear power plant has been taken hostage. The whole Europe and the world is now under threat of another ‘nuclear catastrophe’ (after Chernobyl Accident 1986 - the area of about 1,000 square miles is still radioactive and largely un-inhabited; Chernobyl has also been taken already.)
NATO (including USA) and EU vow supports for Ukraine but will not
- send troops into Ukraine
- enforce ‘No Fly Zone’ over Ukraine (which means allowing Russia Air Force access to Ukraine).
UN (with Ukraine as a found member in 1945) has no direct clauses in its Charter for immediate actions to stop this invasion and is frustrated in its attempt to defuse the situation because Russia (in only fact former USSR) is in UN Security Council and has vetoed every move.
All innocent people in this world are also under siege from the current controller of nuclear facilities. We are once again on the blink of nuclear catastrophe (just after we think we could get over COVID-19). We have to do all we can now for our survival (not only from Climate Change) but from political interests.
Thailand's government is taking a by-stander position in this invasion. What if Thailand comes under an invasion and everyone else stands by and watch? Didn't we stand by and watch annexation of Tibet and Timor? Do we wait for a signal from a superpower?
We --the people of the world-- are now under siege!

- Generally acceptance of victor in war is the norm. (So winner can do and take all - legally.)
- Is war illegal in international law?
The rule is that war is a crime. There are two narrow exceptions in the U.N. Charter, and it is easy enough to show that any particular war does not meet either of the exceptions.

-- “All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations.”

Water supplies have been targeted in Syria https://www.un.org/press/en/2021/sc14506.doc.htm This is a precedence on issues of military attacks on (public) Critical Infrastructure. No mention of the issue in UN charter. Another UN resolution may be needed to ensure protection of innocent people in wars.
- Critical Infrastructure definition. We need a clear definition and examples: such as: Power Plants and Power Grids, Water supplies and Water reservoirs, Health and Emergency operations; Cultural and Historic artifacts; and certain Public Communication and Data facilities.

Cyber-attacks: International Cyber espionage and attacks are a fact of life; country against other countries, industry against industry, company against company, … Although ‘illegal’ by law of each individual country, practiced by even the most stringent countries.
Are there laws and ‘measures’ against implanting ‘hidden control software’ (virus) into the ‘captured’ critical infrastructure control systems (for later control after relinquishment of the captured facilities)?
Attacks against biological infrastructure are currently hypothetical but highly possible in future wars. DNA (or genes) may be modified for war/political interests; rivers, lakes, forests, habitats may be altered for war/political interests; population of (wildlife) plants and animals may be controlled for war/political interests and so on. These attacks may be conducted in ‘cold war’ situations or for long-term results. They should be considered as crimes against humanity and treated as ‘acts of war’.
A question: If housing structures or shelter should be considered ‘essential’ as air, water, food and medicine such that they are also ‘critical’ infrastructure and cannot be attacked?
It is clear that international laws are not adequate to prevent this (Ukraine) invasion and many wars. More definitions and clarifications are needed. Enforcement of the laws (against wars) must be provided/devised. (We should not stop war by using war.) We should also make illegal to make and promote weapons of war for ‘commercial’/political interests.
