นักวิจัยชั้นยอดของไทย ด้านวิทยาศาสตร์และเทคโนโลยี

เมื่อวันที่ 27 กุมภาพันธ์ 2558 ที่ Web Link http://www.webometrics.info/en/node/101 ของ Cybermetrics Lab ของสภาวิจัยแห่งชาติประเทศสเปน ได้มีการเปิดเผยรายงานรายชื่อนักวิจัยในสังกัดหน่วยงานต่างๆของประเทศไทย จำนวน 400 คน ที่ผลงานตีพิมพ์ทางด้านวิทยาศาสตร์และเทคโนโลยีได้รับการอ้างอิงอยู่ในฐานข้อมูล Google Scholar Citations (GSC) หรือผลงานที่ Google Scholar สามารถเข้าถึงได้ในช่วงสัปดาห์ที่สามของเดือนกุมภาพันธ์ 2558 โดยเรียงลำดับตามค่าของ H-Index และเรียงลำดับตามจำนวน Citations ในกรณีที่มีค่า H-Index เท่ากัน โดยรายงานดังกล่าวมีชื่อว่า Ranking of Scientists in Thai Institutions According to Their GSC Profiles, First Edition February 2015

จากรายงานดังกล่าว ปรากฏว่าผู้ที่ได้รับการจัดอันดับ ("scientists" - "นักวิทยาศาสตร์") สังกัดอยู่ในหน่วยงานที่เกี่ยวข้องกับการวิจัยทางวิทยาศาสตร์และเทคโนโลยี 59 แห่ง โดยส่วนใหญ่ กว่าร้อยละ 80 สังกัดหรือเคยสังกัดอยู่ในมหาวิทยาลัย 18 แห่ง ตามลำดับจำนวนรวมคนที่ได้รับการจัดอันดับของแต่ละสถาบัน ดังนี้

CU 55, MU 51, KU 31, KMUTT 24, TU 23, AIT 18, CMU 17, KMUTNB 16, NU 13, PSU 12, SUT 11, KKU 9, BU 8, KMITL 8, MSU 8, RMUTT 6, SSRU 5, SU 5, MFU 4, SWU 4 ในขณะที่อีกไม่ถึงร้อยละ 20 อยู่กระจายในมหาวิทยาลัยอื่นและหน่วยงานอื่นที่มีการทำวิจัยทางด้านวิทยาศาสตร์และเทคโนโลยี

การจัดอันดับ "นักวิทยาศาสตร์" ในสถาบันต่างๆของไทยในครั้งนี้ เป็นหนึ่งในโครงการของ Project ACUMEN (Academic Careers Understood through MEasurements and Norms) ใน 7th Framework Programme ของ European Commission ที่มี Professor Paul Wouters แห่ง Leiden University เป็น Principal Investigator เป็นโครงการที่มุ่งศึกษาขีดความสามารถทางด้านวิทยาศาสตร์และเทคโนโลยีของประเทศต่างๆนอกกลุ่มประชาคมยุโรป โดยวัดความเข้มแข็งด้านกำลังคนเชิงเปรียบเทียบเน้นทางด้านวิทยาศาสตร์และเทคโนโลยี ซึ่งเป็นเรื่องที่ผู้อยู่ในแวดวงการศึกษาและวิจัยไม่ควรจะมองข้าม ถึงแม้ว่าข้อมูล H-Index และ Citations ไม่ได้มาจากฐานข้อมูล ISI Web of Science ของสำนัก Thomson Reuters หรือ Scopus ของสำนัก Elsevier แต่ฐานข้อมูล Google Scholar Citations ก็เป็นฐานข้อมูลที่ทุกคนสามารถเข้าถึงได้โดยสถาบันที่สังกัดไม่ต้องจ่ายค่าสมาชิกรายปีเหมือนกับของ ISI Web of Science หรือ Scopus

I wonder how useful is this list for 'intending students' (and/or their parents) in choosing university to enrol in. There are issues with locations of universities (with respect to commuting and economic situation); the age of universities and age of teaching staff (the longer the better ranking); the equipment level and modern technologies actually deployed (relevant to modern demand?); ... and so on.

Having more cited papers may only mean authors are in 'more popular research areas for a long time'. Individual students should research the areas they wish to enter and decide on enrollment based on several other factors too. Nothing is changed here. List or no list.
