Some common features in the five health care systems:
- Citizens enjoy universal access to medical care and social health protection;
- Fund resources are gathered by third party, and medical insurance is compulsory for individuals and employers, but UK that is funded by taxation;
- In order to realize universal coverage, government subsidizes the poverty;
- In payment mechanisms, healthcare personnel are salaried State employees, or they get capitation reimburses from the funding;
- Price control for medical care is employed in Japan, Germany and Switzerland;
- The lower management fee is, the cheaper health expenditure is;
- Co-payment policy is employed while certain groups of patients are exempt.
Situation in China:
In urban areas, medical insurance is compulsory for both employee and employer. But civil servants enjoy better resources because of special financial supplement from government to their medical insurance accounts. In rural area, the New Rural Co-operative Medical System was introduced to pay for farmers’ medical bills of severe diseases. As a co-payment system, government offers capitation subsidy to farmers based on the average yearly premium of 10 CNY(50 Bhat) person from individuals. Generally, health care system on terms of efficiency, accessibility, equity and social acceptability still needs to be improved.
