PR on ToR

It’s common in all countries for the government to advertise government projects or programs on TV, radio, newspaper, webpage,… and [electronic] billboard ([จอ/แผง]โฆษณา/กระดานข่าว) under a need for public relations (PR), and so complying with open information requirements.

Term of Reference (ToR) is a formal document that outlines the purpose, scope, objectives, and working mechanisms of a service project, committee, or consultancy assignment. It is used as a foundational blueprint to set expectations, define roles, and to prevent project creeps (or deviations from ToR). It is a promise (agreed, as for standard) to all parties concerned.

For [acquisition of] goods, the document describing the goods [or products/hardware] is called ** Technical Specifications**.
