Using KPI has an inherent risk that the measure becomes the goal (as we see in education, public services, marketing,…) and often has a covert goal (money/profit,…) associated with its side effects.
Perhaps, we should see KPIs as labels (rather than promises or true quality measures [for meeting standards]). We have [government] offices for validating labels (of public products) and [sometimes] they work. Should we have one [government] office for validating KPIs [used in government offices]?
I think สตง. is at work, but investigating is historical (after events), To be of greater benefits, standards for KPIs must be set, validated and enforced to ensure ROI, ethical practices and purposes. I do not see this as a jurisdiction of a court (to decide, but as a last resort), but a duty of directors of offices.
