Any ideas to move forwards? An institutional solution (a National Research Centre)? A cultural solution (public trend creating/IO)? Any other solutions?

I think points 2, 3 and 4 may be reparable with clever use of AI systems by researchers and reviewers. But aligning to AIs is a bias by itself.
