This sutta reminds me of the [Basic] Measure Theory in Mathematics. I simple terms, How do we measure a thing? We start by covering the thing, wholly, leaving no part of the things exposed. Then we shrink our cover until the cover just touches the thing everywhere. The cover is now our measurement of the thing.

It is better to cover the whole than to leave some parts exposed.
