Interesting to see selection process at work.
‘Equal representation’ (as used by [political] electoral Offices - based on number of people in area) can give minority a chance, ‘merit criteria’ (as used in position filling - based on [committee] assessment) gives more chances to higher quality, but less chances to disadvantaged (this is avoided in education, health provision, election, …), ‘by a high authority’ (eg. God, scripture, dictator, victor, …) - rarely practiced now, ‘by popular demand’ (by-passing selection rules and processes) - only practiced in exceptional and unofficial areas. What about ‘free for all’ (selection from any representation -no shortlisting) -this may make very inefficient use of resources.
How can we promote higher quality and higher equality?
Thailand education systems and healthcare systems have been marginally successful with both goals with helps from technologies and urbanization. Learning from the past would help if we can continue the learning. ;-)
