From closer looks at the picture and the fact that this is from a ‘regulated’ water supply, “I think” the white (and bluish white) substance is calcium sulfate –a very stable compound. There are no simple and cheap ways of remove it from the water –though caSO4 does not dissolve in water. But1. Adding some carbonates (eg. soda bicarbonate to raise pH to 10+) when boiling the water helps to dissolve more CASO4 in less time2. EDTA (a chelating agent –metal capturing) more expensive but freely available on online shops3. Put the water through a filter to remove ‘the scum’—-Alkaline water does have some advantages like
_ helps to remove pesticides {:chlorpyrifos, malathion, iprodione, …} [though I would make that 10 mins in (1:3) vinegar water and 10 mins in soda (bicarbonate 1Tblsp:5L) water and rinse well in water]
_ a source of calcium for our bones ;-)
