Big Thanks, "indirect" or "side" effects of "disasters" and "disasters responses" are the result from "the public harm" just we call "Disasters" in a term of Laws definition.

But I'm not sure why the government or the authorized officer, just I mean a person who guild, direct and/or enforcement does not mention on the reality or fact by not strictly on the term of wordings in Laws. (Written Laws)
