I think we need to have "public conversation" (or public discussions) on early childhood education. I mean we must generate "talks" among people and provide good basic facts for the talks to ensure that talks are healthy and useful. Policies from "the top" can push things along but swell from the ground up will produce more useful outcome for society.
List of references and research overseas are good for the first steps when starting off. But when in striding ahead "talks and conviction from the people" are real driving force.
