It is good to start small and become self-sufficient. But environmental problems are often very large scale (in area and number of factors) that cannot be solved by and in small communities. Cooperation of communities with national (even international -- for example the Me Khong river) involvement is needed to make solutions possible for "all concerns".

We don't want to solve water problems in one community by creating "water wars" among communities depending on the same "source of water".
