There are 2 extremes:

1) make (train, develop, educate,...) workers to be self-actualizing agents and friends, so that they work for 'the boss' willingly and intelligently

2) make (train, control, re-educate,...) workers to be self-destructing agents and slaves, so that they work for 'the boss' without thinking or asking questions.

I think 'line and order' as employed in armforces are very much the second extreme.
