Why with many thousands of "local administrations" (อบต, อบจ) power for "public services" is not delegated to "local offices"?

We know about "cheap labour, working conditions, provision for 'pensions', family assistance,..." - they are exploited in the name of economy and nothing for the people.

And we can't say anything about 'leadership' but (those in) "power can be like a tempest".
