I think standard world time format is quite clear:

At midnight it says: 00:00 hour;

at noon it says: 12:00 hour

At 6 in the mornig (6 AM) it says 06:00 hr and

at 6 in the afternoon (6 PM) it sapys 18:00 hr.

So for precision we should adopt a 24-hour format.
