One of the current  "top hit" attitudes is "work smart".

What (they understand) is smarter than "to work hard (in honesty)" is to do less amd get more (Optimization! Move away. Don't block my way!). And what is better than corruption in term of 'return for investment'. The ultimate in self-interest!
