I think we could be watching a pre-scripted play (directed remotely from overseas). A certain German-Indian power generation plant builder is desperate for business and is offering high "commission". A generating plant fueled by coal, bamboos, or grass maybe approved (in the South). The different in heating fuels may only mean stock pile sizes, feeding mechanisms and ashes control mechanisms. (the core system will be a steam turbine generator system.)

EPA (environmental impact assessment) and Health conditions may be bypassed by arguing about fuel types rather than impacts on people and environment. Let the people join in ;-)
