There are reasons to suspect it has changed too (buying 1 million tablets without knowing what to do with them -- and how teachers can manage tablet usage without training -- and who will pay for Internet connection and data usage -- children's parents? == another government policy to boost income of communication companies [perhaps only one company after a tender process -- we know which one will win the contract!]; ...
