Maybe 4-5 years ago, I looked at the breakdown of education budget and learned that some 80% of the money went to "human resources" (administrators, teachers and other personnel), the other 20% is for buildings and grounds maintenance (including toilets and drinking water), teaching and sports equipment, administrative overheads, ...

At that time, I could see a lot of money staying within the Ministry perimeter (in the West --top heavy--). It may be different now, but I no longer have access to data on the subject. Maybe someone can help? Let us see where the money goes and why it is not helping our children.
