Laws can be 'barriers' (stoppers) or 'channels' (promoters).

Most laws are barriers and 'out-of-date' (วัวหาย ล้อมคอก). These laws punish everyone: criminal and innocent.

Laws can be 'proactive' and urging people into a certain way (of behaving). Religions have some of these laws...
