It is had to 'be prepared' for emergency.

The storyline (plot) is not well learned by participants, yet.

This is why we have 'drills'.

More training 'section by section' seems needed

-- we must make each actor know what to do;

-- before we put all actors on the stage at the same time

-- success criteria should be explained (bitching and blaming after the event may not help at all):

but how many bleaches of procedure,

how many minutes to 'do' this or that,

how much this cost

how can we do better
