Decentralising into distributed but networking system would have many (theoretical) definite (cost and speed) benefits but maintaining unity and integrity of the networking system of many nodes can be difficult.

New attitudes among administrators (or leaders) are certainly needed as well as development of local and regional facilitators (or leaders). We don't really want local (war or mafia) lords but elected local facilitators and local administration (with perhaps external specialist consultants).

National responsibilities and demarcation of power may be confusing until some years of practice are experienced.

How do we deal with hierarchy of power? Do we use delegation to confer power up and down?
