ดัชนีความสามารถทางภาษาอังกฤษ

This is sad for me “ดัชนีความสามารถทางภาษาอังกฤษ” (English Proficiency Index) ประจำปี 2023 โดย ประเทศไทยเข้ามาเป็นอันดับที่ 101 จาก 113 ประเทศทั่วโลก ต่ำสุดในบรรดา 8 ประเทศในกลุ่มประเทศอาเซียนที่มีการวัดผล และลดลงจากอันดับที่ 97 จาก 111 ประเทศทั่วโลกในปี 2022 .

--ผลการประเมินความสามารถครูสอนภาษาอังกฤษของสํานักงานคณะกรรมการการศึกษาขั้นพื้นฐาน หรือ สพฐ. พบว่า ครู 51.91% มีความสามารถในการใช้ภาษาอังกฤษในระดับที่ต้องปรับปรุง 

    
--ปี 2564 สพฐ.มีเป้าหมายยกระดับภาษาอังกฤษของข้าราชการ บุคลากรทางการศึกษาและนักเรียนในสังกัด โดยกำหนดว่า ครูผู้สอนทุกคนจะต้องมีพื้นฐานความรู้ในวิชาภาษาอังกฤษให้อยู่ในระดับ A ส่วนเจ้าหน้าที่ที่ปฏิบัติงานจะต้องมีความรู้ทางด้านภาษาอังกฤษในระดับ B ตามตัววัดของมาตรฐานสากล หรือ The Common European Framework of Reference for Languages (CEFR) ของ Education First ที่เรียกว่า EF SET 

--back in November 2011 (11+years ago), I posted  0 - Plain and Simple English (PSE) in Gotoknow https://www.gotoknow.org/posts/469667 and ran a series of 26 posts (listed in sr Learners Web book on index pages 5-6), then the ranking was about lower-side of average. I had hoped that some teachers would pick some points and some English to improve their teaching. I failed to gain enough followers. But Thailand Ministry of Education and newer Generation Children failed worse. Both failed to learn. 

--English for whatever reason is the carrier of information. English is the world most popular language for commerce, engineering, finance, mathematics, medicines, science, technologies, … Not being able to mine information in the English vein is like being marooned on a language rock island and too scared to learn to swim. 

-- Thailand can and must go with the flow.

When I was a chairman of the department at my university, I set the rules that every instructors should communication with english and also with mostly students. The results showed that our students liked to speak english. And one of our staffs can enroll to american university for Ph.D. programs. I pround of this tasks very much, and happy every times when I think of. Thanks for your notes.
