From what I have read recently, there have never been a shortage of volunteers when it comes to disasters. In fact, there were influx of volunteers that it was difficult to manage.
Seeing this as an opportunity, the Terminator aka California Governor Arnold Schawarzenegger created cabinet post to manage volunteers.

“I have a father-in-law and mother-in-law who have relied on volunteers their whole life,” Mr. Schwarzenegger said, referring to R. Sargent Shriver, the first director of the Peace Corps, and Eunice Kennedy Shriver, the founder of the Special Olympics. “It is something I am very familiar with.”
